Encouraging Continuous Improvement

The Fairness Commissioner wants to make sure that regulatory bodies continue to improve the way they register people who apply for professional licences in Ontario.

To do this, they assess the registration practices of each one. They praise successes and make practical proposals for change.

Assessment began in summer 2011. As of January 30, 2012, the commissioner's top concerns are:

• the need for better information about what to do to get a licence (53 % of recommendations)
• the use of clear criteria to decide whether applicants are qualified (13 % of recommendations)

The Office of the Fairness Commissioner has:

• completed 22 assessments and made 186 recommendations
• made 55 recommendations about specific changes regulators are required to make
• made 139 additional recommendations for transparency, objectivity, impartiality and fairness
• pointed out 211 commendable practices
• praised three regulatory bodies for implementing all OFC recommendations immediately: the Royal College of Dental Surgeons, College of Midwives of Ontario and the Ontario College of Pharmacists
• noted three regulatory bodies which have implemented some recommendations already: the College of Early Childhood Educators of Ontario, the Association of Professional Geoscientists of Ontario, and the College of Optometrists of Ontario
