Periodically, the regulated professions' registration practices are audited. Audits help the Office of the Fairness Commissioner determine whether registration is transparent, objective, impartial and fair.
The first round of audits is a three-year cycle (
PDF 40 KB) that began in fall 2008 and concluded on March 31, 2010.
Note that these are not financial audits. They are audits of compliance with the Fair Access to Regulated Professions Act, 2006
or the Regulated Health Professions Act, 1991
, as amended.
The OFC analyses all audit reports. In addition, the Commissioner gives copies to the Minister of Health and Long-Term Care (for health regulators) or the Minister of Citizenship and Immigration (for non-health regulators).
The Framework for Audits of Registration Practices: Guidance for Ontario’s Regulatory Bodies (
PDF 560 KB) helps regulatory bodies work with their auditors. It sets out the audit standard, suggests evaluation questions, and defines the roster of acceptable auditors.
Qualified auditors may contact the OFC to request an electronic copy or CD of the Reporting Templates for Audits of Registration Practices.
Promising practices have been gleaned from the first round of audits.
Though the OFC encourages all regulators to make their audit reports public, health regulators are not obliged to do so.
